What does ';things are true in their effect'; mean?

Anybody know what it means when someone says ';things are true in their effect';?What does ';things are true in their effect'; mean?
it means somebody sees something, doest understand it, and forms a hypothesis based on observation and reasoning. most cases of ';things are true in their effect'; have to do with god or black holes.





you cant see god, but you can know its there (maybe?)





you cant see black holes, but you know they're there (maybe?)





some things just have a lot more evidence than others
