What does this mean? '; philinus was the true paragon of ';pragmatic historiography';?

ok i know what paragon means, and i know that pragmatic means being practical, and i also know that historiography is like the history of history. but i dont understand what the actual sentence is telling me.





im sorry, i cant confused really easy, and i wanted to know if philinus being pragmatic was good or not, in the terms of history. would that be a compliment?What does this mean? '; philinus was the true paragon of ';pragmatic historiography';?
