thats Rocket Summers song, it just means that looking at that person gives him a feeling of completion, or fairy-tale like satisfaction. I would guess ';all the songs hes heard his whole life coming true'; means the sum of all the songs that have moved him in his youth. In the beginning of the song he talks about how white needs black and clock needs the time etc.. i think what he is saying is that growing up, he's been moved by music and certain songs, now, seeing this girl is what he needed to complete the feelings those songs created in him growing up, like black with white, clock with time, etc.
